A reckless former officer in the US armed forces, Carter lost both legs in a "Great Battle". He was then contacted by the Neo Scientific Department of the Army, to undergo an experience to replace his legs. Once these had been placed, they gave Carter the faculties of; Run faster; Jump higher; And a great strike force. Knowing that Eclipse Labs had sent two agents to the field, Carter was assigned to confront them and learn more about during the Neo Tournament, F.LA.G.
